What the committee does

• Reviews the District's spending reports to confirm bond money is spent only on the purposes voters approved, and never on teacher or administrator salaries or other operating costs.
• Reviews the annual independent financial and performance audits of the bond.
• Can inspect facilities being built or improved with bond money.
• Reports to the Board of Education, in public, every year.
• Keeps the public informed about how bond money is being spent.

What it doesn't do

The committee watches; the Board decides. These stay with the Board of Education or the Superintendent:

• Approving contracts, change orders, and bond spending
• Choosing which projects are built, and in what order
• Selecting architects, engineers, and other firms
• Approving project designs and the sale of bonds

It also only covers Measure J money. Projects paid for by the state, developer fees, or the General Fund are outside its scope.

Open seats

• A member of a bona fide taxpayers' organization
• A parent or guardian of a student enrolled in District schools
• A parent or guardian of an enrolled student who is active in a parent-teacher organization

Who can serve

• Anyone 18 or older who lives within the District, or, for the business seat, is active in the District's business community
• Not a District employee, Board member, official, vendor, contractor, or consultant
• Terms are two years, up to three in a row. Members are volunteers and are not paid.
• The committee meets at least once a year and no more often than quarterly.
